# FY2026 CoC Builds Notice of Funding Opportunity

The U.S. Department of Housing and Urban Development (HUD) released the 2026 CoC Builds Notice of Funding Opportunity (NOFO) on June 23, 2026. Funding availability is $9,000,000 based on the local Annual Renewal Demand (NOFO) established by HUD in the NOFO.

CoC Builds provides funding for construction, acquisition, or rehabilitation of new units of PSH specifically for individuals and families experiencing homelessness where one member of the household has a disability. Most of the requested funding must be for new construction, acquisition, or rehabilitation to create new units of permanent supportive housing. See IV.B.1.b and c of this NOFO for information regarding other CoC Program eligible costs, including project administrative costs that includes the percentages of funding that may be requested.

## Project Scoring & Ranking Process

All applications will be reviewed by an unbiased review panel composed of representatives from neutral (non‐applicant) organizations, referred to as the HUD Program Selection & Monitoring Committee. The Committee will drive the project scoring and ranking process and will recommend to the CoC Board a project scoring tool that meets all HUD and CoC requirements.

## Rating and Ranking Committee Members

HUD Program Selection & Monitoring Committee is comprised of local representatives and consultants who are knowledgeable about homelessness and housing in our CoC and the best practices nationally and who are broadly representative of the relevant sectors, subpopulations, and geographic areas. These representatives may be comprised of a consulting firm that specializes in the CoC program and a cross‐section of groups participating in the CoC, including faith-based providers, private sector, non‐profit providers of homeless services and housing and jurisdiction staff. Committee members have no financial stake or interest in a CoC funded program.

The project scoring and Ranking process will take place July 16, 2026 – July 18, 2026. Committee members will be oriented to the NOFO priorities. They will receive each application electronically and review each application independently. Projects will first be rated based on minimum threshold requirements, then ratings will be assigned based on CoC Builds Scoring Tool.

The recommended ranking will then be presented and voted on by the CoC Board.

## Project Application Appeals Process

If an applicant wishes to appeal scoring and/ or ranking outcomes that resulted in denied or decreased funding, they must submit a letter of appeal to the CoC Secretary at [\[email protected\]](https://tchcsc.org/cdn-cgi/l/email-protection)

Applicants will have 2 days from the receipt of the email received by the CoC. The CoC Board will be convened to review any such appeal and will notify the appellant in writing of the results of the appeal.

## Project Review

When making award funding decisions, the CoC will consider:

· Threshold review results, including eligibility requirements.

· Merit review results.

· Risk review results.

Those applications not meeting threshold review will be returned unscored. The merit review process will be evaluated based on the following criteria.

### Merit Review

Rating Factors Your application must include a response to the following criteria. The application is based on 100 points and has a minimum score threshold of 60 points. Funds shall be awarded on a competitive basis.

## Important Notes

- Submission of email e-snaps application is required to participate in the competition
- Only selected applicants will be invited to submit a full application
- Applications must align with CoC Builds eligibility and requirements
- Projects must be prepared to proceed immediately upon award
- Awarded funds must be obligated within 21 days
- Projects must meet the 25% match requirement (unless exempt)
