Guidance and Webinar: Re-Housing Individuals Experiencing Homelessness From COVID-Specific Non-Congregate Shelter
The Department of Housing and Urban Development (HUD) and the Federal Emergency Management Agency (FEMA) published joint guidance in September 2021 about strategies for transitioning people out of non-congregate shelter (NCS) as a result of the COVID-19 pandemic and into safe, stable permanent housing.
The United States Interagency Council on Homelessness (USICH) hosted a webinar with HUD's Office of Special Needs Assistance Programs (SNAPS) and FEMA's Public Assistance (PA) Division to discuss the guidance.
Participants learned:
- What COVID-specific NCS is and how to request FEMA reimbursement for NCS costs;
- Why it is so important to have a strategy to re-house individuals and families experiencing homelessness sheltering in NCS in safe, stable permanent housing; and
- Strategies and resources that can be used to re-house individuals sheltering in NCS, including financial and community partners to help implement these strategies.
