FY 2022 CoC Program Registration: CoC Review Step Now Open and Geocode Report Updated

This message only applies to Continuum of Care (CoC) Collaborative Applicants.

The Fiscal Year (FY) 2022 Registration CoC Review Step is Now Open in e-snaps for Collaborative Applicants to review HUD’s determination.

HUD also posted an updated FY 2022 Geocode Report that includes Preliminary Pro Rata Need (PPRN) amounts on the HUD.gov CoC Program Competition page.

The CoC Review submission due date is June 3, 2022, by 5:00 PM EDT.

Who must complete this step?

Collaborative Applicants who requested Unified Funding Agency (UFA) designation must access the CoC Review step in e-snaps, review HUD’s determination, and either accept or dispute.

Who may complete the step, but is not required?
  • If your CoC’s Collaborative Applicant submitted the FY 2022 CoC Program Registration and did not request UFA designation, you can review and approve or dispute HUD’s decision, but you are not required to complete this final step. HUD will move forward all non-UFA designated CoC Review steps on June 3, 2022.
  • There were 139 Collaborative Applications that did not register their CoCs for which HUD completed the registration in accordance with Section V.A. of the CPD-22-02: CoC Program Registration Notice. If your CoC’s Collaborative Applicant did not submit the registration forms in e-snaps, you may review your CoC’s registration during the CoC Review Step; but you are not required to complete the CoC Review step. HUD will move forward all CoC Review steps that have not been completed on June 3, 2022.
  • All CoC’s that HUD moves forward will have access to the CoC Consolidated Application later this year when the FY 2022 CoC Program Competition opens.

No CoCs requested High Performing Community (HPC) designation.

How to access the CoC Review step?

Collaborative Applicants should access e-snaps to review HUD’s determination and either agree and submit, at which point the CoC registration is final, or disagree and submit, at which point the registration will be returned to HUD for one final review and then returned to the Collaborative Applicant for final approval.

CoC Review Step Instructions

All Collaborative Applicants are advised to review the CoC Review step.

Step 1 – Log in to e-snaps and review the following:

  • Collaborative Applicant designation as “CA” for Collaborative Applicant, “UFA” for Unified Funding Agency or Indian Tribe or Tribally Designated Housing Entity (TDHE).
    • Select “Yes” or “No” to indicate agreement/disagreement with HUD’s determination.
    • If you select “No” you must enter a comment stating the reason you disagree with HUD’s determination.
  • CoC claimed geography to ensure that all American Indian and Alaska Native (AIAN) codes and geographic codes located within the CoC’s geographic area have been selected and any changes that may have been made by HUD after consultation with the CoC’s Collaborative Applicant are accurate.
    • Select “Yes” or “No” to indicate agreement/disagreement with the CoC Geographic Area(s).
    • If you select “No” you must enter a comment stating the reason you disagree and the issue regarding the CoC Geographic Area(s).
  • Submit your CoC Review step.
    • If you agree with the Collaborative Applicant designation and the Geographic Area(s) listed, your registration is final. You will have access to the CoC Consolidated Application once it is available later this year.
    • If you disagree with the Collaborative Applicant designation and/or the Geographic Area(s) listed, the registration forms will be returned to HUD for one final review once you submit the CoC Review.

Step 2 – Only for Collaborative Applicants that disagree with either item (Collaborative Applicant designation and/or CoC Geographic Area(s)) in Step 1.

  • HUD will review one final time and consider the Collaborative Applicant’s proposed changes.
  • HUD will notify you via e-mail that a final determination has been made. You must log into e-snaps to access the CoC Review HUD Final Decision step and select “Submit.”
  • If you agree in this step and submit approval in e-snaps, HUD will provide access to the CoC Consolidated Application when the FY 2022 CoC Program Competition opens later this year.
  • If you disagree in this step, the e-snaps system will generate a rejection letter and you will not have access to the CoC Consolidated Application when the FY 2022 CoC Program Competition opens later this year.

Collaborative Applicants only have one opportunity to dispute HUD’s determination.
