New Data Sharing Process for CDBG-DR and CDBG-MIT Grantees

The longstanding data sharing agreement (DSA) between the Federal Emergency Management Agency (FEMA) with HUD and Community Development Block Grant – Disaster Recovery (CDBG-DR), CDBG Mitigation (CDBG-MIT), and CDBG National Disaster Resilience (CDBG-NDR) grantees has been revised to address privacy-related issues identified in the applicable FEMA System of Records Notices (SORN). HUD worked with FEMA on a computer matching agreement (CMA) to ensure that HUD grantees will get the latest Individual Assistance program data from FEMA in order to:

  • Build out their impact and unmet needs assessment
  • Market their programs to potentially impacted individuals
  • Complete their duplication of benefits analyses for individual benefits

In order to obtain data for these purposes, grantees will need to sign two agreements with HUD. The new Data Sharing page on HUD.gov contains the following materials that will help with this new process: copies of the agreements, including the DSA and the CMA that grantees will sign with HUD, as well as guidance (Training and FAQs), and available templates for grantees to make data requests to HUD.
