Membership Notice: Bylaws Member Comment Period

The TCHC Board of Director proposes the following changes to the Bylaws Membership Section, specifically to the definition of a “member in good standing.” At the February 2026 General Membership meeting, the membership approved with no additional amendments. The TCHC Board of Directors is allowing for an additional 14-day comment period, prior to approval. Please provide comments to [email protected]. Comments will be accepted from Monday, March 3, 2026 to Tuesday March 17, 2026. 

Changes are indicated below as underlined.

Section 8. Membership Year, Tenure, and Member In Good Standing  

The membership year of the Corporation shall be January 1st through December 31stMembership is contingent upon payment of annual dues and participation in a minimum of three (3) general membership meetings annually.  Members of the Corporation shall be in good standing provided they have paid their annual membership dues.  New members joining TCHC after October 1st and paying annual dues for the first time shall have those dues count for the upcoming calendar year.

Members whose dues are more than three (3) months in arrears are not in good standing and shall be removed from the active Membership Roster by the Secretary after at least one attempt to contact the member with a late notice.

Additionally, member organizations are required to participate in the following manner.

  1. HMIS Data Quality

Participating agencies utilizing the Homeless Management Information System (HMIS) must maintain an agency-wide average data quality score of 95% or higher, consistent with TCHC’s established performance benchmarks.

  1. HMIS Annual Monitoring

Participating agencies must achieve a passing score on the annual HMIS Monitoring, in accordance with the SC HMIS Policies & Procedures.

  1. Coordinated Entry System (CES) Participation

CoC and ESG grantees operating Rapid Re-Housing (RRH), Homelessness Prevention (HP), and/or Permanent Supportive Housing (PSH) projects must actively participate in the Coordinated Entry System and maintain a CES referral percentage of at least 90%, in alignment with TCHC standards.

  1. HMIS & CES Committee Engagement

Each participating agency must designate a representative to serve as a member of the HMIS & CES Committee, attend at least 75% of scheduled monthly meetings, and contribute to the work of the committee.

  1. Support for the Annual PIT Count

Actively support TCHC’s annual Point-in-Time (PIT) Count by serving as a local coordinator and/or participating as a surveyor.
