Materials Posted: The CDBG-DR Consolidated Notice: URA, 104(d), and CDBG Related Requirements – May 5, 2022

On February 3, 2022, HUD published the 2020 Community Development Block Grant Disaster Recovery (CDBG-DR) Notice at 87 FR 6364. This Notice combines “allocation-specific” requirements in the Allocation Announcement Notice (AAN) for 2020 CDBG-DR grants, and “consolidated requirements” in the CDBG-DR Consolidated Notice (Appendix B of the Notice). A notice making the Consolidated Notice applicable for 2021 CDBG-DR grantees will be published in the coming weeks.

HUD's Disaster Recovery and Special Issues Division (DRSI) and Relocation and Real Estate Division (RRED) sponsored this webinar which focused on important changes to the Uniform Relocation Assistance and Real Property Acquisition Act (URA), section 104(d), and CDBG anti-displacement requirements in the CDBG-DR Consolidated Notice, including:

  • Action Plan requirement for minimizing displacement
  • New section 104(d) waivers and alternative requirements:
    • Residential Anti-displacement and Relocation Assistance Plan (RARAP)
    • One-for-one replacement
  • Other waivers and alternative requirements

There was also an opportunity for attendees to ask questions.
