On February 3, 2022, HUD published the 2020 Community Development Block Grant Disaster Recovery (CDBG-DR) Notice at 87 FR 6364. This Notice combines “allocation-specific” requirements in the Allocation Announcement Notice (AAN) for 2020 CDBG-DR grants, and “consolidated requirements” in the CDBG-DR Consolidated Notice (Appendix B of the Notice). A notice making the Consolidated Notice applicable for 2021 CDBG-DR grantees will be published in the coming weeks.
HUD’s Disaster Recovery and Special Issues Division (DRSI) and Relocation and Real Estate Division (RRED) are sponsoring a webinar on May 5, 2022 at 2:00 PM EDT which will focus on important changes to the Uniform Relocation Assistance and Real Property Acquisition Act (URA), section 104(d), and CDBG anti-displacement requirements in the CDBG-DR Consolidated Notice, including:
- Action Plan requirement for minimizing displacement
- New section 104(d) waivers and alternative requirements:
- Residential Anti-displacement and Relocation Assistance Plan (RARAP)
- One-for-one replacement
- Other waivers and alternative requirements
There will also be an opportunity for attendees to ask questions.
